Bio

Franklin Scott Spears, Jr. has been a licensed attorney for 40 years and partner with Arenson & Spears for more than 35 years. Mr. Spears is rated AV-Preeminent by Martindale Hubbell, meaning that his peers have given him the highest possible rating for his legal ability and ethical standards. He served as an Assistant Attorney General of Texas from 1981 to 1983 and retired as a Commander in the U.S. Navy Reserve, Judge Advocate General Corps, after 24 years of service on 2007. He was a recipient of the ADM Hugh Howell Award of Excellence in that he was named one of the top six (6) JAGS of over 800 in the Navy Reserve JAG Corps. He was also awarded two (2) Navy Achievement Medals among numerous other decorations. He is currently a Lieutenant Colonel in the Texas State Guard serving as a JAG Officer.

Mr. Spears served as a Board Member of the St. Mary's Law School Alumni Board for 15 years and a Board Member of the Ministry of Challenge for over 20 years. He served as a Director of the Lower Colorado River Authority (LCRA) and the Water Operations Chair from 2007 - 2019. The LCRA has dominion over all lakes and hydroelectric power in Central Texas, the Colorado River down to the Gulf of Mexico, six (6) power plants and 5,000 miles of transmission lines. It has an annual revenue of $1.1 Billion and net assets of $4.2 Billion.
Mr. Spears is a former member of the Rotary Club of Austin of over 20 years, the Austin Bar Association and a past Director and Treasurer of Austin Young Lawyers. He began his legal career following graduation from law school as a Law Clerk for a U.S. District Judge. He received a Bachelor's Degree from the University of Texas and Law Degree from St. Mary's University.
